Speaker: Owen Ambur, Acting Chief, Management Services Branch, IRM Division, U.S. Fish and Wildlife Service (FWS); Federal Information and Records Managers Council (FIRM) Board of Directors; Co-Chair of the US Federal CIO Council's XML Working Group; Co-Founder of the Capital Area DOCS Open users group.

Owen will take a unique approach to discuss effective Records Management (RM) in a contemporary context. As a tireless rablerouser for responsible records management, Owen challenges the outmoded cultures of entrenched bureaucracies and old-paradign thinking of records managers in light of realities of the information age. Owen will update us on the Clinton E-Gov directives and activities of FIRM; explode some myths of explicit knowledge, knowledge management, RM, and sources of social power; explore the tradeoffs in the use of records vs. nonrecords and paper vs. e-records; explore the status of US electronic RM standards (5015.2 and ARMA enhancements) and implementation including experiences of DOD, CIA, NARA, and FWS; discuss E-FOIA, the Government Paperwork Elimination Act, and the NCLIS Study Panel on Information Sharing Needs; and update us on the latest efforts to webify all Federal information in one accessible site - Firstgov.Gov.
