What is the best software to use for digitally tinting b&w photos?

If money's no object - Photoshop.
It has more ways of selecting and substituting tones and colours than any other image editor that I've come across. Hand tinting can be done with nearly all of the image editors on the market, but Photoshop will make it easier and faster with its layers and mask facilities.
