This is not an answer, just a comment: Stewards are not elected, they are appointed by the pastor.

Yes, stewards can function fully in their office prior to confirmation. Confirmation just links them to the arena beyond the local church...ie. district conference. But upon appointment by the pastor, a steward is a steward and can vote in official board.
