Maybe multiple emulsion layers with Liquid Light? Ideas and hunches most welcome...
I came across Michal Macku's pictures once before in a magazine and was quite struck by the images, tour the rest of the site and you might agree.

It looks as if he's floated the emulsion off of traditional photographs, maybe by immersing them in hot water, then made a collage on a new sheet of paper out of several separated emulsion layers, with a certain amount of wrinkling as an artifact of the process.
