If a volcano erupts under water why doesn't it turn to solid rock?

When a volcano erupts under water, it develops a tough plastic skin when it comes in contact with the ocean water because it is so cold. The lava inside the skin then cools more slowly and has a crystalline texture, and the skin becomes a crystalless glass.

It does but there is so much more lava, and has very high tempuatures behind it that it keeps pouring out. Therefore, it melts the rock.
