Speaker Bio: Rachel Senner Van Wingen is a Senior Information Consultant with TOWER Software in Reston, Virginia. She has nearly three decades of experience in the information field, including library science, government documents, information policy, Internet content management, and records and information management. She has lived and worked in Japan, England and Eastern Europe. Prior to joining TOWER Software in January 2000, she was the Agency Records Officer at the US Environmental Protection Agency. Ms Van Wingen earned two advanced degrees, an MS in Library Service from Columbia University and a Master’s in Public Policy from Georgetown University.
