What are my options and can someone provide a resource where I can get Javascript or something to run the exe file? At present I am prompted with a "save as" and it is a 3 minute download from web page. If launching the file from local drive, it starts running in 4 seconds.

If the file is on the local machine, just create a local link. If you are using DreamWeaver, it will format it for you - something like "file:c:\\\My Documents\\myfiles\\file.exe".
