Are all rocks, in some way shape or form, a kind of aquifer?

The answer depends on wheather or not there are non-permeable rocks. If there are then no, not all rocks could be an aquifer. IF all rocks ar at least semi permeable then yes because that would allow all rocks to allow water into them.

If the rock is permeable., or has holes in it, then yes itis an aquifer. If not, then it can't get the water through it, so it is not an aquifer.
