Adolph Sutro's Will

When Adolph Sutro died in 1898, why did it take 20 years to settle his will? Who contested it? Was it his heirs (wife and children)? Was it creditors? Why was it contested?

Sutro died in 1898 but he made out his will in 1882. He left most of his money and property to a Mrs. Allen who he was having an affair with at the time. The problem is that by the time Sutro died Mrs. Allen was already dead.

I am wondering if one of his daughters was named Constance Waibel? I have some paintings she did in 1932 and I was told she was Adolph Sutro's daughter. Thanks for any information on her. They are watercolors done in Golden Gate Park. Quite beautiful.
