Placement of shutter

I think I've read somewhere that in a lens,the shutter should be place at a very critical spot between the front and rear element but can't remember why.Then,how can you explain those Packard or Sinar shutter place in front or behind the lens.Does this affect the performance or the quality of the lens compare to a in between shutter?

Gil... the shutter can be placed in front of the lens, behind the lens, or between the lens elements. The critical measurement you are referring to is the distance between the front and rear elements when the shutter is installed in the lens. That distance needs to remain constant... -Dave

I believe that Gil is thinking about the aperture - that placement is critical.
