The last time I heard Panasonic 2.5 can only encode MPEG-1. Can it encode MPEG-2 as well now???

I'm pretty sure 2.5 doesn't support mpeg2. Ligos 3 does ("suite"), but you should probably be using TMPGEnc anyway, it's better and it's free. it doesn't have a premiere plugin though - but you can frameserve into it from flask or virtualdub or other programs.

Panasonic now has an MPEG-2 encoder. I just downloaded a demo. For now, it's only available as a stand-alone program, but they say that they'll release a plugin shortly. The retail version is priced at 8800 yen.
