Is there a way to take a existing mpeg1 file and reencoded to to a vcd compliant mpeg1?

You can probably open the MPEG-1 file in VirtualDub or VCDCutter, then save it as a normal *.AVI file using an AVI codec already in your system. You can try downloading codecs like HuffYUV or PIC-MJPEG for efficient but good quality *.avi. This step may may the original *.mpg file balloon up to 20 times its original size, so take note. Then, you take this *.avi and open it in TMPGenc and encode to VCD MPEG-1. This may seem laborious and long but few applications out there directly accept MPEG-1 without a fight, and without degrading the already poor quality even further.

well , what you have to do is first demux the file to seperate video and audio files then encode them again to get the right results if you have a program file you can use flask with vcd compliant profiles

If the MPEG-1 file has VCD compliant video and audio bit rates on it, you can simply demux it into separate audio and video files and mux those back together using a VCD template. It's possible to do this in TMPGenc. You can also use TMPGenc to re-encode the video to VCD compliant bit rates if necessary. Commercials products might also be able to do this. I have the MPG2VCR product (www.womble.com) and it could do this. You can get a demo copy of MPG2VCR from Womble. The demo copy only handles MPEG-1 video, but I think it is unrestricted otherwise. The full version also handles MPEG-2 video.
