Okay i dont really have a full answer but we just got done "analyzing" this poem in class and i am gettin ready to write a thesis paper on it. Basically he is writing the poem out of frustration--that they took Anabel Lee away from him just because the angels above were jealous that they could have the type of love that they had when people much older and wiser hadn't accomplished that kind of connection. Also, it is a way for him to express his love for her even thought that she is gone. The whole thing with the sepulchre by the sea is that is basically where he is saying that she was buried because that is a comforting place for him with the ocean and waves and things he chose the Kingdom by the Sea to make her death be a more acceptable thing. The end of the poem he is letting you know that no matter what happens he will always love her--that just because they killed her it will always be like she is there when he dreams and at night he can feel her watching him from above. Basically this is the whole opinion of the class and everybody may have their own way of interpreting the peom, but this is what we came up with. Hope it helps!
