do I have to treat my garden spot for insects

My tomatoe plants were done here in the desert so I pulled them up, when I did they had millions of white flying bugs on them. The tomatoes were in a square foot garden so do I have to treat the soil before I plant again? Thanks Roxanne

sounds like white flys,, they suck the plants juices,, they stay on the under side of the leaves until disturbed. Stick traps will work,,like mini fly paper. BUt you dont have to treat the soil for them, usually if the traps dont work,insecticide soap, sprayed under the leaves works great
