Carol- The Department of the Navy FOIA office is located under the Chief of Naval Operations (CNO). The FOIA office is also a part of the Director of Navy Staff. Based on your choices, I would say the answer is under administration/management services. Doris Lama is the DON FOIA officer.

Mrs. Lama processes requests for the Secretary of the Navy (SECNAV) and SECNAV staff offices, the Assistant Secretaries of the Navy, Chief of Naval Operations (CNO) and CNO staff offices, General Counsel of the Navy, and the Naval Historical Center. She sets FOIA policy for the Department of the Navy, handles FOIA oversight complaints, authors SECNAVINST 5720.42F, Department of the Navy Freedom of Information Act (FOIA) Program, conducts specialized training, and answers questions related to FOIA.

FOIA at the OCC is under the Disclosure Services and Administrative Operations office in the Communications Division within the Public Affairs Department. Carol

At the Bureau of Engraving and Printing, the FOIA responsibility resides in the Office of Administrative Services under the Associate Director (Management), while the records responsibility resides in the Office of IT Budget and Strategic Planning under the Associate Director (Chief Information Officer).

At the Bureau of Land Management, the FOIA/PA policy person is located in the IRM Policy and Records Group within the IRM Directorate. In the same Group are the policy staff for Records, Data, and Security. These staff memebers have Bureauwide responsibilities.

The operational staff for Washington area work in FOIA/PA, Records, and Security are in the same Group. A similar structure is found in the stare offices.

FOIA and Records Management are separate sections in the Office of the Secretary at the Federal Reserve Board. The two sections work closely to locate potentially responsive records. Review of records is carried out by staff in the Legal Division.

Thank you all for your assistance. I had responses from 36 agencys (about 45 folks). The summary is that twenty-seven FOIA programs are under Administrative & Management Services divisions and nine are under Legal Affairs. For many agency's, it seems logical to combine all of the information management and public access functions under one office. Thanks again. My General Counsel's Office was pleased to get the results. C
