Why has the plan failed?

Answers

Lee formulated the plan and talked the teachers into accepting it. It didn't necessarily arise through consensus. Most of the senior teachers were not cooperating with Lee's attempts to improve the school. Staff sceptical of Lee's new approach to education (lack of keeping current on their part). Lee had only a vague knowledge of her rights as a principle to enforce standards.
