Many scholars said women are underrepresented in plociy making. What are some of the recent developments in this issue?

It seems to me that if women are under-represented at any higher than middle management level and the UK Government are pushing for positive discrimination for the representation of women in The Commons, then this is indicative of an under-representation in policy making in every other aspect of civil and private life.
