Noonan Nails Him Again

Here's an Associated Press dispatch on Bill Clinton's Tuesday terrorism speech at Kennedy Center:

But it is also necessary to work to alleviate poverty and oppression that creates disaffected people ripe for terrorists' arguments. That should include increased debt relief for poor nations, AIDS-fighting funds and democracy-promoting efforts, Clinton said.

"Terrorists . . . feel they can recruit among the dispossessed," Clinton said. "We must do more to reduce the pool of potential terrorists."

Now here's our Peggy Noonan on Jan. 19, reviewing Clinton's "farewell" speech:

His second point, and a long one it was, was that global poverty "requires more than compassion." I think a deconstruction of this thought is: It requires programs, i.e., liberal programs. In other words: When Osama bin Laden and his henchmen blow up an American city, it won't be my fault, it will be President Bush's.
