Since Halloween is the eve of All Saints Day (and don't forget to make Mass all of you faithful out there ;-) ) it is not a Church holiday, and therefore the Church says nothing about it. If you are asking in light of the events of the last month and a half, I don't think there has been any statement made about trick or treating, or any other festivities planned that should be avoided. Here in the States, we have been encouraged to continue with life as we normally would, but with added precaution. But this is a caveat that is always made every year for Halloween, and is nothing out of the ordinary. Americans are asked to always be vigilant...especially with household pets like cats.
