All cognitive theories regard motivation as essentially a sham, i.e. no one "motivates" someone else. How is this explained and what are some implications regarding teaching and learning?

I don't think it is true that "all cognitive theories regard motivation as essentially a sham." Can you cite some evidence of cognitivists being opposed to the concept of motivation in psychology?
