I am in the piedmont of NC and want to plant shallots this year. When is the best time to plant them in the spring, and are there any tips or "magic" to making them grow well?

Hi,

Up here in Ohio, I planted my shallots in the spring after frost. I havested them when the tops died off, I must not have gotten them all because I just noticed today that they are starting to come up from what was left last year.
