When a new pope takes over he makes a speach about all the bad things going on in the world, it is usually a few years after taking over! this speach has a special name what is it?

It may be an Encyclical - basically a papal letter on guidelines for the church. It is not on BAD things at all. The letter is published periodically by Popes for instructions to keep the teachings of the Church in order so that heresies will not creep in and to update the theologies. The writing of letters by the Popes is very much the same as the letters that the Apostles and the first Pope Peter did when the Church was formed.

The only speech which I know of which has a special name is the "Urbi et Orbi" (translates to "To the City and to the World") speech, which occurs on Christmas and Easter, but also occurs on at the New Year sometimes.
