Normally I would recommend, for a question like this, that one have a look at Warren Street's "Today in Psychology" web site -- http://www.cwu.edu/~warren/today.html -- but his database doesn't seem run as late as 1998. You might try looking at newspapers or science magazines for that date, or shortly thereafter, in your local library.

(Many other interesting things happened on Sept. 13, however: Phineas Gage had the famed tamping iron blown through his head (1848), Sigmund Freud got married (1886), Vol. 1 of William James' Principles of Psychology was first published (1890).)
