HILL RETREATING FROM DIRTY ImCLONE DOLLARS

WASHINGTON - A day after The Post revealed that Sen. Hillary Clinton intended to keep her campaign-cash stash from indicted ImClone CEO Sam Waksal, she flip-flopped and said she'll give some of it to charity.

It also turns out that Clinton got far more money from Waksal than first reported - at least $63,000 from the man indicted this week for insider trading, bank fraud and document-shredding.

Clinton will donate $7,000 of that to charity, but doesn't control the other $56,000, which went to the Democratic Senatorial Campaign Committee, her office said.

"We're giving the money to charity because it's the right thing to do," Clinton spokeswoman Karen Dunn said. "She's recommending that [the DSCC] do the same."

Dunn denied that Clinton's sudden flip-flop on keeping the Waksal cash was in response to The Post's front-page story.

Sen. Chuck Schumer (D-N.Y.), who got far less from Waksal - a total of $3,000 - also did an about-face and said he'll give the money to charity "because it's the right thing to do," an aide said.

The campaign committee said it would take Clinton's request "under consideration," but strongly hinted it won't give the money to charity.

"The policy in the past has been that money on past [election] cycles has already been spent," said committee spokeswoman Tovah Ravitz-Meehan.

Under complex fund-raising techniques, Clinton's Senate campaign got $2,000 directly from Waksal, her HILLPAC political-action committee got $5,000, and her campaign got another $56,000 through the campaign committee.

That's the $56,000 that Clinton wants the committee to give to charity rather than cough up an equal amount from her own well-filled coffers.

Just a few days ago, The Post reported that Clinton is raking in so much cash that HILLPAC has had to move its New York office to a bigger location in the trendy Flatiron district.

If the DSCC now gives $56,000 to charity on Clinton's behalf, it would come at the expense of this year's Democratic Senate candidates - at a time when Republicans already have a big fund-raising edge.

The DSCC also faces new financial pressure because of ethics-challenged New Jersey Sen. Robert Torricelli's dramatic slide in the polls down to a dead heat with GOP challenger Doug Forrester in a race where TV time - in New York City and Philadelphia - is very expensive.

Thus far, the DSCC has declined to return funds from Waksal or his pal Martha Stewart, or the $100,000 it just got from embattled telecom analyst Jack Grubman, although it did cancel a planned fund-raiser hosted by Stewart.

The full $63,000 didn't show up on Clinton's own Senate fund-raising reports because Democratic senators report some of their soft money through the DSCC.

In addition to funds from Waksal, Clinton also got $15,000 in campaign cash from his parents, daughters, brother and other ImClone employees.

Waksal was among more than 100 Hillary donors who were invited to her husband's September 2000 White House State dinner in honor of India's prime minister.
