history and the development of Division 23

You should find a chapter on Division 23 in the 5-volume history of the APA divisions:

Unification through division: histories of the divisions of the American Psychological Association Dewsbury, Donald A. Washington, DC: American Psychological Association, Edition: 1st ed. (1996-2000)

Then my best advice would be that which Hendrika gave you above: go see the Div 23 chapter in the _Unification Through Division_ series edited by Don Dewsbury. However, I've just gone through the tables of contents of the first five volumes and I cannot find a history of Div 23. I cannot find a listing for a Volume 6 as yet on the APA Books website. You might ask Don Dewsbury himself if one is forthcoming.
