Answers

It was built by the Spanish in 1776, at the same time they built the Mission Dolores. Presidios were established in every new Spanish settlement in order to provide protection to the new colonists and missionaries, as well as serve as a central location to warehouse and distribute supplies. This is obviously a short answer, lots is available about its history. Check out the Golden Gate National Recreation Area's website for lots of background.
