Status of Bishop

Bishop Carlos Duarte Costa left the Church alledgedly due to diagreements with the Vatican over the lack of charity for the poor in Brazil and the issuance of passports by the Vatican to Germans (alledgedly Nazis fleeing Germany after WWII).

Does anyone know if this is true? And, what is the official position of the Vatican concerning Bishop Costa?

Any help with these questions is very appreciated. I am in dialogue with a friend concerning the Charismatic Episcopal Church, who traces their apostolic succession through Bishop Costa and would like to know more from the RC side.

I tried to obtain information on another thread but the discussion on that thread went out to left field.
