Where is the NEPA study for the environmental impact of the proposed substation project? I have been trying to look for it.

Sorry, my first answer was WHAT is NEPA. The question was WHERE is the NEPA study. We assume that CDC has done a study to comply with NEPA since federal dollars are being used for their expansion. As yet, we have been unsuccessful in getting a copy of that study from CDC.
