Can any WMS member provide me with information regarding "WMS in Transformation"? It was mandated/ordered/legislated at the 1999 Quadrennial Convention. I am interested in what was the reasoning for the transformation. I particularly would like to see a copy of the minutes from that convention, any info or help will be greatly appreciated.
