If I have a position xyz in ECEF coordinates, how do I convert into ENU frame and NED frame and back again.

Hello Bob:

The one use quaternions have in the real world is 3D rotations. That is one reason I don't actually study the topic, because I like to think of new things to do. The following paper though does have good technical information on rotations. I don't know if it deals with the coordinates you refer to in your note.
