Drinking water but not eating

Last night my LaMancha didn't eat his grain. This morning he refused his grain but did drink water. When offered and apple slice, he attempted to eat it and wound up dropping pieces. He seems to want to eat hay but it trying to pick out one piece at a time. He's not bloated, he doesn't seem to have symptoms of u.calculi, but he is a bit lethargic. It seems to be a mouth problem. We tried looking in his mouth but couldn't see anything(he was also uncooperative). When he burps, he barely moves his mouth and isn't chewing his cud like usual. Right now my Nubians are lying down in the sun but he is by himself sleeping standing up. Any ideas on what could be the problem?

I would try some baking soda if he'll eat it, and give him some probios in case his rumen isn't doing well.
