Answers

Yes. The rules of abstinence apply to persons 14 and older. The rules of fasting apply to persons 18 through 59 years of age.

I also know a diabetic who lives on meat, practically. So if one has medical reasons, he or she may be dispensed from the obligation, at any age, after discussing it with their priest.
