You probably could download Angel's Tail from people on IRC but I highly doubt you'll be able to find it since the episodes have been released for a long time already and chances are everyone who was ever serving those episodes (people like me) has already burned them on CD and won't pull them out unless you have a good connection and can trade. You probably could get the first two episodes of the second season though since they are considerably new.
