Anyone know good color programs you can use for filling in scanned drawings like that of manga and sketches in pencil? Downloadable for free also?

I've heard that Adobe Photoshop is really good. I haven't used it, myself, but a friend who graduated with a B.A. in Art highly recommended that program.

yeah, photo shop is great. but for a good simple progam, you can just use the microsoft paint, which I think comes with most systems.

Try OpenCanvas. The previous version is free, and you can download it from http://home.cwru.edu/~nxl25/link.html. On portalgraphics.net, they have CG lectures (which are helpful, if you can understand the broken english).
