I think thft for the most part they are just sparring partners. At least that's what Goku would say. Vegeta would say something like "Damn that BAKA, I couldn't be friends with that clown Kakarotto, no way!" But that's just his foolish pride. But they do share an important link, being the last two full Saiya-jin alive, even Vegeta would agree to that and there is a certain amount of respect each has for the other, shown many times in the Anime. They have to be friends cause if they were not,Vegeta would still want to kill Goku and Goku,well he need's Vegeta in fights because Vegeta is the only person who can keep up with Goku.
