Thats easy. Go to Kazza and type Nero Burning Rom and get the latest one in the list. also make sure its the cracked version with the keygen. This program will let you make vcds and other stuff. So check it out.

Nero for the actual Burning, but be careful gtting it on KaZaA, dont download a virus along with the program. And for Conversion to mpeg NTSC format, use TMPGEnc, just type that in google with the word download and youll find it. Those are the 4 only programs you need, but i also recommed Virtual Dub and i think its Quick VCD to play vcds in your computer.
