According to the Discipline this is the process, three stewards, three trustees, and three members at large,this is to be done in the first church organization conference, there should be a financial treasure/ secretary to keep records, in some churches this is normally the secretary of the steward board,since the steward are responsible for the church finances- going out and coming in. There are some pastors that just name persons at random without any training.
