Offline browser? o.O what? how? where? OMG!!! Offline browser? You gotta be kidding me...Anyway... the best offline browser I found was windows commander... but that's just a slightly improved windows explorer.
What _exactly_ are you looking for?

I'm sure you understand that you have to be connected to the internet first to download the site right? You can actually you Internet Explorer to download websites in your favorite's listing. Or you can right click on hyperlinks and select save as, which will save them to your desktop. You can use a program like WebZIP to download the webpages, however these can take forever and will not always grab all the files needed, especially if the website contains flash and whatnot.
