It's DBZ. Nothing makes sense. Here is my theory on the topic:

Right before Cell was transported, a magical fairly fell crashed into Cell's big head. The fairy said "Bitch! I'll fuck you up!" and took a chunk of Cell's scalp and ate it and flew away. When Cell blew up, the peice the fairy ate regenterated into Cell inside the fairy causing the fairy to vomit the peice back up thus the reason why Cell was regenterated. Its all the magical fairy's fault

And to answer your question about Cell, just cause you blow something up doesnt mean you dont leave behind molecular particles of that object, same with Cell.....as for Goku blowing off his head, he said he could regenerate if any part of him was left to regnerate, meaning the lower part of his body. When Gohan killed him he completely disentigrated him.
