There's a manga, but it's licensed in America. I think it's serialized in the English version of Newtype magazine.

Full Metal Panic use to be in the Newtype magazine but it ended. They are now showing a new one called Angel Dust (last month the the fist part of it)^_^.

still, even if itīs licensed, you can find it somewhere i guess anime waves have some chapters hosted, search with google to find their webpage
