I can't get irc either cause i live at a university that blocks all of the ports

I don't think that it means you can't d/l if they say your port is blocked. It just means your connection through that port is capped in the usual case. Besides, I know alot of universities that doesn't block the file transfer port that irc use simply because irc is not a popular program used for p2p.
