Jennifer, a lot of the earlier saints were not formally canonized/beatified, and I have a feeling that St. Valentine is one of them.

In a manner of speaking, there has always been "canonization." In the earliest Christian centuries, there was approval by the local bishop of the popular (and local-only) veneration of a deceased holy person as a "saint." According to the Encyclopedia, the pope sometimes would then extend the veneration to the whole Church.Now, though, when we speak of "canonization," we understand a lengthy, regimented process, involving first the local diocese and then later the Vatican, with the pope (not the bishop) making a final decision. Some historians trace the beginnings of the centralization to the late 11th century, caused by abuses on the local level. Others find the centralization beginning to operate a century earlier, claiming that the first papally canonized saint (who lived distant from Rome) may have been St. Ulrich in 993 (Pope John XV).
