IRC is the place where you can find the people responsible for fansubbing. You can call it the origin of anime files since it is the first place where new fansubs and dvdrips come out.

mIRC is a chat program, where people run fileservers, so people can download eps off of them.

You sometimes (well, okay, most of the time) have to wait in queue lines, but downloading isn't as slow as it is for other sharing methods. It's harder to use than kazaa, but once you get the hang of it, it's pretty easy. Three months ago I started using mIRC, but now I run an fserve on a channel. (which has it's perks if you have a fast connection, since I can download eps off the FTP)

You have to obey the rules, and you can't annoy the ops, so make sure you type !rules before you enter the channel, or you could be kicked or banned if you accidently do something wrong. It is NOT just like Kazaa, because it is much more interactive, and for some, very intimidating.

There are a lot of good tutorials for using mIRC to download anime, so I won't even attempt trying to write one, so I suggest you read one of those before you start using mIRC.

It's okay if you just want to chat as well. It's just that most fansub groups release stuff on irc before they release it anywhere else, so it's the quickest way to get the newest episode short of actually working on it yourself.
