I would like to develope my kodak infra red film in T-max, like d-76 do I use the developer at full strength? Are stop and fix times same as 76? Any advice appreciated.

Not an easy question to answer without knowing how you exposed the film and what you want your prints to look like. In general, with HIE135 film, the more energetic the developer, the more density and grain you'll see. I have, with proper exposures, obtained good results using D76 at 1:1 or 1:1.5. For examples see:

The first two pages are mostly HIE135. Click on any of the thumbnails to see a larer version of the image and technical information concerning the making of that image.
