How are Saints selected?

I was wondering how the Vatican goes about selecting Saints. Is there some kind of committee that nominates people for Sainthood and votes to decide on it? What are the criteria for becoming a Saint? Please don't delete this, it's a serious question that is perfectly relevant to the forum. I really am interested in knowing how Saints are chosen.

I beleive it has to do with their lives. They must in the end have attained a certain state of perfection, and reconciliation to God.

To be beatified (blessed) the Church examines the persons life works.

To be canonized (saint) the person must have three miracles attributed to their intercession after death.

I do believe a committee makes the decision on the above criteria.
