Is "no artificial birth control" dogma or edict?

Is the issue of birth control Catholic dogma or edict? To be honest I'm not really sure what the differences really are?

Also, where might I go online to read about this?

Here is a quote from Catholic.com:

In 1968, Pope Paul VI issued his landmark encyclical letter Humanae Vitae (Latin, "Human Life"), which reemphasized the Church’s constant teaching that it is always intrinsically wrong to use artificial birth control—contraception—to prevent new human beings from coming into existence.

The moral teachings of the Church are not dogmas. Dogmas are doctrinal issues, as opposed to moral issues. This is not to say that the moral teaching of the Church is any less binding on its members than its dogmatically defined doctrinal teaching, but it isn't, technically, dogma.
