Answers

Pericles was the leader at the time of the Golden Age. He arranged the Delian League which was a combination of Greek city-states. From these he was able to collect money and put them into the Delian treasury. The Delian league soon fell apart and Pericles was left with all of that money. He then distributed it amongst the city. He built new building, hired better artist/sculptors.
