for some reason whereever i go i cant download i did disc cleanups and deleted somestuff but i still cant download so what should i do

Free up LOTS more space (10% of free space is required for a proper and complete download). Or if you have Ad-aware then use that to remove the unwanted software on your computer.

You will proabably also want to run you disk defragmenter. It will help you a lot.

Do you have a firewall blocking you? That could be a problem.

You could back up your files and partition your hard drive, it usually fix any problems wrong with your computer and cleans out all unwanted files.
