In my country,Nigeria, most civil servants earnings are low. there is virtually no voluntary savings. There are however compulsory National contributary schemes such as Social Insurance, Housing Funds, Contributory Pension, cooperative societies etc. Funds are deducted from Salary monthly and placed in accounts in contributors name. He has no access to the fund until agreed term is completed. can such persons pay zakat on these funds on yearly bases? If he has to, then he would have to remove it from his salary as he has no access to the fund.
