try "jiten-anime.com" is has episodes 1-9 dubbed in WMA format. the site adds more episodes every one or two weeks

You can find eng dubs at http://www.aftermathanime.net/index14.php? id=fulleps They have lots of dubs here although it's not very good quality. It has the entire season of Love Hina (1-25) and Love Hina Again.
